Toxic Cloud is a disaster only in SimCity 3000 Unlimited Edition. It acts like radiation - abandoning anything it touches but also has acid rain that can destroy buildings and roads. This happens in areas with high pollution. A similar event called Toxic Spill can occur in SimCity 2000 but doesn't spew acid rain.
