The SimCity 2000 Urban Renewal Kit, SCURK for short, is a tool for SimCity 2000 that allows players to edit and create in-game buildings and make color swaps.
It runs as a program entirely separate from the main game and can publish users' creations directly to the game when it completes.
Tools[]
Paint the Town[]
Draw, edit or modify buildings and objects from building sets (.TIL files).
Pick & Copy[]
Buildings from different sets can be combined into a single set, and they can be loaded into SimCity 2000.
Place & Print[]
Build or edit cities (.SC2 files), which can be loaded into SimCity 2000, SimCopter, and Streets of SimCity. Built cities can also be printed here.
Construction tools available in the map are similar to the tools in the game:

Demolish/Clear | Clears almost anything present in the selected terrain from the visible layer, except for zones. |
Level Terrain | Hold the desired level and move to level other terrains. |
Raise Terrain Lower Terrain |
Raises or lowers the selected terrain. |
De-zone | Removes zones from terrains. |
Pond/Lake/River | Adds water to terrain. Becomes a waterfall on slopes. |
Pipes | Adds pipes to bring water from pumps to other buildings. Can only be placed underground. |
Zone | Adds a zone to the terrain. There are nine zones available: Light Residential, Dense Residential, Light Commercial, Dense Commercial, Light Industrial, Dense Industrial, Seaport, Airport, and Military. |
Road | Basic road. Has three bridges available: Causeway, Raising Bridge, and Suspension. Can connect with neighbors. |
Highway | 2x2 road that can be placed over normal roads. Becomes a Hiway on water. |
Tunnel | A road that passes through high terrains. |
Onramp | Connects roads and highways. |
Rail | Train rails. Becomes a Rail Bridge on water. Can connect with neighbors. |
Subway | Can only be placed underground. |
Sub<-->Rail | Connects rails and subways. |
Power Lines | Brings energy from a power source to buildings. Becomes Raised Wires over water. |

All buildings can be customized in Paint the Town and placed in Place & Print. There are 156 buildings and objects divided into 8 categories:

Misc.Ground | 12 | Rubble, trees and radioactive waste. |
Construction | 16 | Buildings under construction and abandoned buildings. If placed in a zone free area, by default they will be of the dense residential zone. |
