Hurricanes appear in SimCity 2000 and in SimCity Creator for DS.
SimCity 2000[]
Hurricanes destroy random buildings and trigger extreme flooding. They are unstoppable. They can happen randomly if the city is located next to a coast and "no disasters" is left off.
SimCity Creator (DS)[]
In SimCity Creator (DS), hurricanes have varying speeds, appearing as rainclouds, and may turn roads and open land into water puddles.
