The City Planner
Constance Lee is SimCity 3000's city planner. Her role is to oversee the layout of the city. She also gives advice on what to zone and when, and will tell the player about any problems regarding city layout, such as land values being too low or when a freeway connection is needed for the commercial sector to develop.

Accepted into the City Planning Commission Office right out of college, Constance rose quickly to the top of her profession through sound judgement, quick learning, and cheerful enthusiasm for serving in city government."
