The following is a list of the various city ordinances in the SimCity series. Except for those listed under financial, all of these cost a certain amount of money to run each month.

Anti-Drug Campaign[]
Found in SimCity 2000.
Sims are discouraged from doing drugs. This decreases crime citywide.
CPR Training[]
Found in SimCity 2000.
CPR training is made freely available to your sims. This increases the life expectancy in your city.
Neighborhood Watch[]
Found in SimCity 2000, 3000, and 4.
A neighborhood watch program is started. This helps cut down on crime.
Pro-Reading Campaign[]
Found in SimCity 2000, 3000, 4, and SimCity Creator.
Sims are encouraged to read. This helps increase a sims education quotient after they leave school.
Financial[]
1% Income Tax[]
Found in SimCity 2000.
A 1% tax is placed on income. This generates extra money, but slows the growth of residential areas.
1% Sales Tax[]
Found in SimCity 2000.
A 1% tax is placed on commercial zones. This provides a monetary boost, but slows the growth of commercial zones.
Legalized Gambling[]
Found in SimCity 2000, 3000, and 4.
Gambling is legal in your city. This provides some extra income based on the commercial sector, but crime increases citywide and desirability decreases. In SimCity 4, this unlocks the Casino.
Parking Fines[]
Found in SimCity 2000 and 3000.
Police will start issuing parking tickets. This provides a boost in income based on the residential sector as well as reduce traffic. However, this will slow growth in both the residential and commercial zones.
Promotional[]
Annual Carnival[]
Found in SimCity 2000.
Your city throws a carnival each year. This gives a boost to commercial zone growth as well as a boost to the tourism industry.
Business Advertising[]
Found in SimCity 2000.
Your city is advertised to businesses as a good place to build. This increases the rate of growth in industrial zones.
City Beautification[]
Found in SimCity 2000.
A campaign is launched to keep your city beautiful. This gives a bonus to residential growth and land value. Greatly pollutes city.
Tourist Advertising[]
Found in SimCity 2000, 3000, and 4.
Advertising is bought to show your city as a tourist destination. This gives a boost to the tourism industry.
Safety and Health[]
Free Clinics[]
Found in SimCity 2000, 3000, and 4.
Certain clinics are free for everyone to use. This increases the life expectancy of your sims.
Junior Sports[]
Found in SimCity 2000, 3000, and 4.
Sport leagues are organized for young sims. This both increases the life expectancy of your sims and decreases crime in your city.
Public Smoking Ban[]
Found in SimCity 2000 and 3000.
No one is allowed to smoke in public places. The ordinance increases the life expectancy of your sims, but has a slight negative impact on the commercial sectors.
Volunteer Fire Department[]
Found in SimCity 2000.
A fire department made up of volunteers is created. This decrease the city's flammibility.
Smoke Detector Program[]
Found in SimCity 3000 and 4.
Puts smoke detectors in every building. Decreases flamability citywide.

Energy Conservation[]
Found in SimCity 2000, 3000, and 4.
A campaign to promote energy efficiency is launched while ordering businesses to use less energy. Your city will use less energy. This can reduce Commercial and Industrial growth.
Homeless Shelters[]
Found in SimCity 2000 and 3000.
Shelters are built for the city's homeless. This helps reduce your city's unemployment and increase land values.
Nuclear Free-Zone[]
Found in SimCity 2000, 3000, 4, and SimCity Creator.
No nuclear devices are allowed in the city. This provides a small boost to residential growth, but no nuclear power plants can be built and existing ones will be demolished/decommissioned. Also, this ordinance costs nothing and generates no income. The environmentalists love this.
Pollution Control (SimCity 2000)/Clean Air Act (SimCity 3000 and 4)[]
Pollution is more closely controlled and regulated in your city. This reduces pollution, but also reduces industrial growth.
