Charleston is a scenario city available in SimCity 2000 that is severely damaged by a flood and a hurricane. The objective is to rebuild the damage, and expand the city. The scenario starts in August 1989.
Official description: "Charleston - First high winds, then flooding destroys your coastline. You must rebuild your city with the $20,000 of FEMA funds and reach a city population level of 45,000 in five years to win the scenario."
This scenario is based off the real-life events of floodings caused by Hurricane Hugo in 1989.
