Avenues are a variant of Roads in SimCity 4. These, however, are four lanes wide (two in each direction) with a splitter that runs down the middle. They carry more traffic and ease the level of congestion in your city but, cost more money to build and maintain. Avenues connect to highways so you can make highways end by using avenues. Avenues also appear in SimCity (2013) but are listed by density levels, so they are different.
